3 ପୁଣି, ସେ ଅନେକ ଗୋଷ୍ଠୀୟମାନଙ୍କ ମଧ୍ୟରେ ବିଚାର କରିବେ ଓ ଦୂରସ୍ଥିତ ବଳବାନ୍ ଗୋଷ୍ଠୀୟମାନଙ୍କ ସମ୍ବନ୍ଧରେ ନିଷ୍ପତ୍ତି କରିବେ; ତହିଁରେ ସେମାନେ ଆପଣା ଆପଣା ଖଡ଼୍‍ଗ ଭାଙ୍ଗି ଲଙ୍ଗଳର ଫାଳ କରିବେ ଓ ଆପଣା ଆପଣା ବର୍ଚ୍ଛା ଭାଙ୍ଗି ଦା, ନିର୍ମାଣ କରିବେ; ଏକ ଦେଶୀୟ ଲୋକେ ଅନ୍ୟ ଦେଶୀୟ ଲୋକଙ୍କ ବିରୁଦ୍ଧରେ ଖଡ଼୍‍ଗ ଉଠାଇବେ ନାହିଁ, କିଅବା ସେମାନେ ଆଉ ଯୁଦ୍ଧ ଶିଖିବେ ନାହିଁ।
