8 പിന്നെ ഹാമാൻ അഹശ്വേരോശ്‌രാജാവിനോട് : “നിന്റെ രാജ്യത്തിലെ സംസ്ഥാനങ്ങളിലുള്ള ജാതികളുടെ ഇടയിൽ ഒരു ജാതി ചിന്നിച്ചിതറിക്കിടക്കുന്നു; അവരുടെ ന്യായപ്രമാണങ്ങൾ മറ്റുള്ള ജാതികളുടേതിൽനിന്നും വ്യത്യാസപ്പെട്ടിരിക്കുന്നു; അവർ രാജാവിന്റെ പ്രമാണങ്ങളെ അനുസരിക്കുന്നതുമില്ല; അതുകൊണ്ട് അവരെ അങ്ങനെ വിടുന്നത് രാജാവിന് യോഗ്യമല്ല.
